		<description><![CDATA[My current idea is that a bike-share program could connect the Blue Line and UP-N/NW Clybourn station. Clybourn is in a TIF district, which could pick up some costs; advertising or parking revenue could work; and then there&#039;s this in the forthcoming transit bill: 

&lt;i&gt;Innovation, Coordination and Enhancement Fund... award grants to Service Boards, transportation agencies, and local governments, for short-term, lower-cost projects and service enhancements (§2.01c, §4.11(a)).&lt;/i&gt;

It&#039;s currently pegged at $10M a year.]]></description>
